DEPARTMENT OF ADMINISTRATIVE LAW OF THE INSTITUTE OF LAW

On October 23, 2025, the Department of Administrative, Commercial Law, and Financial-Economic Security at Sumy State University hosted a guest lecture by Ihor Volodymyrovych Dashutin, a Judge of the Grand Chamber of the Supreme Court.

The event was held as part of the academic course “Social Security Law” (lecturer: T.V. Shlapko) for third-year bachelor’s students majoring in Law.

The lecture, titled “Protection of Individuals’ Rights and Legal Liability in the Sphere of Social Security,” covered an extensive array of theoretical and practical issues, including:

  • The concept of protection, forms, and methods for safeguarding the rights of subjects in social security legal relations;
  • Jurisdictional and non-jurisdictional forms of protection;
  • Recognition of rights, compulsory performance of obligations, and other means of protection;
  • Peculiarities and procedures for implementing judicial and administrative protection of rights in the social security domain;
  • Social responsibility and the general theoretical aspects of legal liability;
  • Types of legal liability: civil, administrative, disciplinary, material, and criminal.

During the lecture, Mr. Ihor Dashutin imparted practical insights from his judicial experience, analyzed current case law, and underscored the paramount importance of legal culture within the social security sector.

Students were afforded the opportunity to pose questions, engage in a discussion on the practical application of legislation, and receive invaluable advice from a representative of Ukraine’s highest judicial body.
