DEPARTMENT OF ADMINISTRATIVE LAW OF THE INSTITUTE OF LAW

On November 14, 2024, a guest lecture titled “The Formation and Implementation of Anti-Corruption Policy in Ukraine’s Tax Sector” was delivered by Oleksandr Ilchenko, Head of the Department of Administrative, Economic Law, and Financial-Economic Security at the Academic and Research Institute of Law, Sumy State University, Candidate of Legal Sciences, and Associate Professor. The event was moderated by Victor Mushenok, Doctor of Legal Sciences and Professor.

During the lecture, the following topics were addressed:

  1. The State of Corruption in Ukraine’s Tax Sector
    The speaker analyzed the key causes behind corruption schemes in taxation, their impact on the national economy, and public trust in the tax system.
  2. Legal Framework for Anti-Corruption Policy
    Key provisions of current legislation were discussed, including the Law of Ukraine “On Preventing Corruption” and regulations governing the State Tax Service’s activities.
  3. Tools for Preventing and Countering Corruption
    Modern approaches to combating corruption were highlighted, such as the automation of tax administration processes, the implementation of transparent electronic services, and strengthening internal controls.
  4. The Role of Civil Society and International Organizations
    The speaker emphasized the importance of public oversight, monitoring, and international cooperation in shaping an effective anti-corruption policy.
  5. Practical Recommendations for Enhancing Anti-Corruption Measures
    Proposals included measures aimed at increasing the transparency of the tax system, such as employing artificial intelligence to monitor high-risk operations.

The guest lecture sparked lively interest among attendees. Students actively participated in discussions, asking questions about mechanisms for preventing corruption, the judiciary’s role in punishing offenders, and prospects for reforming the tax system. The session served as a reminder to students about the importance of a systematic approach to addressing corruption issues and the mission of future lawyers in fostering a legal culture within society.
