The illegal expropriation of property in the temporarily occupied territories (TOT) of Ukraine has become a systemic practice of the occupation administration. In 2026, two important new tools emerged for dealing with such cases: The Standards for Investigating War Crimes regarding the Illegal Misappropriation of Property, and the ECHR ruling in the case of “Bazhenov and Others v. Russia and Ukraine”.
How will these developments change approaches to investigations? How can we protect owners’ rights right now, and what needs to be envisaged for their restoration after de-occupation? These questions will be central during the JustTalk discussion organized by JustGroup, in partnership with the Mission of the President of Ukraine in the Autonomous Republic of Crimea, with the support of the Council of Europe Office.
